Resumo:
A ausência de políticas públicas que assegurassem o atendimento escolar às crianças com deficiência impulsionaram as famílias a buscarem alternativas para que seus filhos tivessem acesso à educação, criando instituições filantrópicas ao longo do tempo, sendo essas, a única alternativa de atendimento educacional destinado a elas, dada a falta de acolhimento nas classes comuns da rede pública de ensino. Trazer à tona a história da Educação Especial na cidade de Ribeirão Preto é muito importante para que as pessoas que dela se apropria, disponha de maior instrumentos para tecer considerações educacionais da pessoa com deficiência no passado e no presente. Portanto, o objetivo dessa pesquisa foi investigar as escolas da rede pública municipal, estadual e instituições filantrópicas de educação especial, extraindo dados referentes às suas primeiras iniciativas, de modo que possibilitasse uma descrição cronológica, através de entrevistas com diretores de escolas e fundadores de instituições filantrópicas, e análise de documentos da época, como artigos de jornais, legislação e depoimentos escritos a respeito da criação de escolas e instituições filantrópicas para pessoas com deficiência, procurando escrever a sua história. O ponto inicial foi realizar um levantamento junto a Secretaria Municipal de Educação, no setor de Educação Especial, para coletar dados referentes à criação de escolas e instituições filantrópicas. Nessa etapa de coleta de dados, foi obtida apenas a relação das escolas e instituições filantrópicas que mantém convênio com essa Secretaria. Essa listagem foi de crucial importância para dar o primeiro impulso da pesquisa, com o agendamento de visitas para entrevistas e coleta de dados referentes à sua criação. O trabalho foi desenvolvido através de uma pesquisa histórica descritiva, com abordagem qualitativa, entrevista semi- estruturada, análise documental, e artigos de jornais do Arquivo Histórico do Município. Os dados evidenciaram que a comunidade de Ribeirão Preto foi a pioneira do interior do Estado de São Paulo na criação de uma escola para cegos no ano de 1954. Outras escolas e instituições filantrópicas consideradas de grande relevância para o atendimento da pessoa portadora de deficiência foram fundadas nesta cidade, a partir dessa época como a Associação de Pais e Amigos do Excepcional (APAE) em 1964, O Centro de Atividades Educacionais Especializadas de Ribeirão Preto (CAEERP) em 1984, A Associação de Amigos de Autismo (AMA) em 1988, O Centro Municipal de Educação Especial Egydio Pedreschi em 1991, O Centro Ann Sulivan do Brasil em 1997, e A Associação dos Deficientes Visuais de Ribeirão Preto (ADEVIRP) em 1998. As Escolas e Instituições Filantrópicas pesquisadas se mantém por meio de convênio com o poder público Estadual e Municipal, festas beneficentes, sendo que 60% das verbas das escolas e instituições filantrópicas são provenientes de doações da comunidade local que se preocupam com o atendimento da pessoa com deficiência.

Abstract
The absence of public policies that could assure the attendance to school by disabled children impelled families to search for alternatives so that their children would have access to education, creating philanthropic institutions throughout time. These institutions were the only alternative of educational attendance designated to the families, due to the lack of ordinary classes in the public educational system. To bring forth the history of special education in Ribeirao Preto city is very important, so that people, who turn to know it, have more available ways to create educational considerations of the disabled people with
deficiency in the past and at present time. So, the objective of this research was to investigate public schools, municipal and from the state, and philanthropic institutions of special education, extracting data referring to their first initiatives, in a way that could make possible a chronological description through interviews with school headmasters,
philanthropic institutions founders and analysis of documents of the time, such as newspaper articles, legislation and written testimonies about the creation of schools and philanthropic institutions for disabled people, searching to write down their history.
The initial search was to accomplish a survey in the Secretaria Municipal de Educação, in the special education section, to collect data referring to the creation of schools and philanthropic institutions. In this stage of data collection, it was only obtained the relation of the schools and philanthropic institutions, which maintained an agreement with this Secretaria. This list had crucial importance to give the initial impulse in the research with appointments, visits, and interviews to collect data referring to their creation. The piece of work was developed through a historical descriptive research with qualitative approach, semi-structured interview, documental analysis and newspaper articles from the Arquivo Histórico do Município. The data showed that the community of Ribeirão Preto was the pioneer of Sao Paulo's State interior, in the creation of a school for blind people in 1954.Other schools and philanthropic institutions considered of great importance in the
attendance of disabled people were founded in this city, from this time on such as the Associacao de Pais e Amigos do Excepcional(APAE) in 1964, Centro de Atividades Educacionais Especializadas de Ribeirao Preto(CAEERP) in 1984, Associação de Amigos de Autismo(AMA) in 1988, Centro Municipal de Educação Especial Egydio Pedreschi in 1991, Centro Ann Sulivan do Brasil in 1997 and Associação dos Deficientes Visuais de Ribeirao Preto(ADEVIRP) in 1998 The schools and philanthropic institutions researched are maintained by an agreement with the state, the municipality and from charity events. Sixty Per cent of the sum of the money of the schools and philanthropic institutions
come from donations of the local community that is concerned about the attendance of disable people.
